General question : why are seconds divided into 30ths?

On my DP32 and on my older VS880, I use the jog wheel to fine-adjust timing.
On both these machines seconds are divided into 30ths. I would have tough it would be decimal, but the division after the seconds rolls over to the next second after 30.

Can anyone tell me why or send me a link?
