Potastudio tape heads bobbing up and down

I have Portastudio 464 that I bought several years ago and just got it out of storage. The gear C and belt in the transporter were fixed, but now the tape heads go up and down constantly when I turn on the unit. And does not stop until I turn off the unit. Any idea what is going on?
 
If the unit has a gear C it most likely has a feedback contact plate that the came contact fingers make contact with. They used the same hardening grease on that and as it hardens the contacts are displaced from the conducting surface so that the mechanism controller never gets a signal that the head base is in the right position. Take off the feedback contact plate, clean it with denatured alcohol and apply a thin clean film of Lubriplate 105 and the deck should work again. there is no alignment needed on these as they are self aligning. The lack of getting to a correct transport function is often related to transport feedback devices be they a Pot or PCB with contacts on it.
