133 - Take up pulley doesn't stop spinning

Hi all,
I'm new here and I like to record tapes and such, but I am not an engineer.
Hopefully someone can give me advice about what to do about a take up pulley that doesn't stop spinning.

So I just purchased two Tascam 133 recorders and both need new belts.
The first one that I tested obviously didn't start playing, but the second deck doesn't stop spinning, even though the belt is broken.
As soon as the power button is pressed on, it starts spinning and no button (stop, pause,..) can turn it off.
It is only the take up pulley that is spinning, not the capstan or anything else.

In case I'm not describing the correct part of the deck, it is the right, edgy pin that goes into the right, big whole in the middle of a cassette.

Anyone knows what is happening over here?
Will the problem go away after replacing a new belt?

It is not a sprocket as is used in motor cars. It is called a Reel Table. The reason it is spinning is that they driver IC probably was damaged and has a shored output. I would have to see it to fix it or tell you more. I have worked on many of them over at Chicago Factory Service which was located in Arlington Heights IL.
