Capstan and motor tuning when powered on

Hi

Could anyone give me some info on what would cause a capstan and capstan motor to run constantly? I know this is standard on some machines but is not the case on my porta one. I've checked all the leaf switches and none of them are stuck on - any help would be greatly appreciated.
