DM3200 Manual Update - User Layer, Cascade, etc

The updates to the DM3200 Manual were released with the "TMC" software update notes. I relabled this from TMC Release Notes 1.6 to Dm3200. There are also TMC update notes for Version 1.7 on the Tascam DM3200 page, but it's not a major manual addition like this is here.
