Monitor output super loud

Hi, I recently purchased a Tascam porta 2 cassette 4 track.
I've noticed that even while all levels, trims and faders are down to zero, the headphone monitor is very loud and hissy.
Again no tape is being played, no levels are up. Just turned on, headphones in, loads of hiss.
I imagine it's something like a crappy headphone amp or something.
Is there anything I can do about this.
By the way, everything else Is fine with this unit.

I would suspect a open pot or a gain stage going full tilt when it is not suppose to. To resolve the issue I would need to see the unit and then I could tell you what it takes to fix it.
