Tascam 38 Reel Hub Removal

I have removed the center screw from the reel hub but am unable to remove the reel hub. I have tried to install a RTM metal take up reel but am unable to turn, Lock the reel onto the hub. It also look as if the rear flange of the hub is "set back" such that if the reel was locked in place that it would rub against the face cover. So it looks like the hub assembly needs to be shimmed a bit in order to be moved forward just a bit. BUT how do I get the hub off the post, It doesn't seem to want to be removed. HELP
