US-1200 time lag on recordings

I'm using a Lenovo core i5 desktop with 7 gigs of ram windows 10. The DAW I prefer is cool edit pro 2.0 I know the software very well and would like to continue using it. I am aware that the software is pretty old but I also have the same lagging issue using Sonar (that came with the us-1200). When I record new tracks on an exsisting session the newly recorded wave is not synched with the other waves in the session. I have to click and drag the new wave to align it with the rest of the tracks. I'm not experiencing any latency issues during recording. It is a real pain in the butt having to align the waves. There is no drag in the wave but the entire recording is out of synch with the exsisting waves.

I experienced this with the little time I spent using Audacity.
But I suspect that the problem is the same.
In Audacity there was a setting for latency correction.
Not sure if your software has the same.
