US-20x20 Celesonic problems

The unit won't register with Windows if I restart my PC and leave the TASCAM unit powered on (doesn't show up in the list when you click the speaker icon & fails if selected in Ableton). The first time I connected it the orange USB LED cut out when I connected a cheap external HD to the adjacent USB3 port. It is a new computer running a reset clean windows with only Ableton and a couple audio software installed. When it does work it seems to work fine.

I also cannot seem to click the compressor or EQ settings in the mixer control panel when the TASCAM device is online.

I haven't had my 20x20 very long but one thing I've noticed is that I have to start the Control app before I try to record or playback anything in Reaper. If I don't start the app, it will seem to work OK and play audio fine, but then recording is full of glitches.
Also check if your default audio hardware/drivers might be getting in the way. Uninstall your on-board audio so the 20x20 has a clear road
