16x08 how to stop Sound Panel popping up

Every time I boot my PC, the Sound Panel pops up.
This happens even if I do not have my US-16x08 connected.

Is there any way of stopping this?

For all my other interfaces I put an icon on the desktop so I can open them when I need them.

I would prefer to open the Tascam in the same way.

Driver version 1.04,
Windows 7 x64 Home Premium.

Maybe taking it out of the startup group would work
