Tascam 38

I just got a 38 for a good price. It isn't recording. well it records but the signal is extremely faint. FB tape forum has advised that it may be the tape. I am very new to using this unit. I have new tape on order. but does any one know of issues that the 38 has?

If the signal is distorted then that would suggest that there is no bias.
These old Tascam's are suffering from faulty soldered joints on the pcb's.
The solder pads crack between the wire and the print.
