Us-16x08 won't run on Dell Inspiron 5558

I recently purchased the Tascam us-16x08. I am trying to get the us-16x08 to run on my Dell Inspiron 5558 laptop under win10. I could not get the interface to work. I then tried to load the us-16x08 on a friends dell Laitude E6400 running win10. I loaded the tascam software 1.00 and then rebooted the laptop. I then reloaded the Tascam software at 2.1 at this point the Tascam control panel recognized the us-16x08 at firmware 1.00. I was able to upgrade the firmware on the us-16x08 to 2.00 I then closed down my friends dell latitude 6400.
I repeated the insulation procedure on my Dell Inspiron 5558 nothing changed. The Dell Inspiron 5558 still does not install the us-16x08. I have some sort of conflict going on with the us-16x08 and the Dell Inspiron 5558 .....
Any suggestions?
