Model 24 with Reaper DAW

Sounds like you have everything setup correctly. Time to contact Tascam support.

with the Model 24. is the only output through the model 24? it doesn't give me the option to select any other output. which would resolve this issue.

if not Is there a different ASIO driver or comparable driver I can use?

AISO drivers work with 1 audio device at a time.

Update -

The issue is still on going.

I have reached out to tascam and provided audio evidence of the issues to which they have said they are unaware of these kinds of artifacts. I also have given them a thorough breakdown of what ive done to eliminate this issue. I am awaiting a email back from their engineer department.

I appreciate all the help this forum has provided and I will continue to update if anything new pops up.

As a troubleshooting step, can you set the buffer in the driver to something ridiculously high like 2096 and see if the pops, screeches and clicks go away? In my personal experience I get some pops and clicks at 128 but they go completely away when I am at 256 or above. My current setting is 512
