Try this:
Boot up your PC, then open the Firewire control menu. Choose the desired buffer setting - say - 256. Exit the application.
Shut down PC and reboot (cold boot not ReStart). Again, open the FW control menu to see if your [256] buffer setting remains. If so, open Reason. Then check Reason's device (or whatever it's called) menu; if [256] is shown, you're good to go. If you get an error message ("ASIO has changed, close program}, exit Reason then reopen it.
If that doesn't help, the next thing is to adjust your FireWire settings to run in 'Safe Mode 1." It could be your PC's system isn't capable of running small buffers in a stable environment.
Finally, if that, too, doesn't solve the problem, it could very well be Reason isn't happy with anything less than 1024 samples, and you'll have to live with the latency.
